Facilitation Grants are available to agencies to identify energy saving opportunities that will assist them to meet their reporting and energy saving obligations under the Energy Smart Government Policy. Facilitation Grants can also be used to fund initiatives and strategic projects that contribute to achieving the objectives of the policy but that do not directly save energy. Facilitation Grants are for GST exclusive costs and are not repayable.
Eligible Projects
Facilitation Grants are available for a range of projects including:

Energy audits |

Technical assistance and project analysis |
| • |
Projects that facilitate more accurate reporting of energy data, e.g. sub-metering |

Demonstration projects |
| • |
Small energy saving capital projects. |
Key eligibility criteria
| • |
The applicant must be a State Government agency that is participating in the Energy Smart Government Program. |
| • |
It must be demonstrated that the project will contribute to achieving the objective of the Facilitation Grants program. |
| • |
The project must be cost effective and offer value for money. |
| • |
Energy Audits – generally, the facility must not have been audited within the last five years. |
| • |
Demonstration Projects – the project must be considered strategically beneficial and/or be considered likely to be suitable for replication. |
| • |
Small Capital Projects – the project cost must be less than $1000 and have a simple payback of no more than seven years. |
Procedure for accessing Facilitation Grant funding

Apply to the Sustainable Energy Development
Office for in-principle approval for funding of the estimated project
cost using the Facilitation

Once in-principle approval is given, undertake an appropriate tender process, ensuring that State Supply Commission or any other relevant procurement procedures are complied with. |

Provide details of the tender process and preferred tenderer to the Sustainable Energy Development Office and seek full approval for funding of the quoted GST exclusive cost of the project. |

Once full approval is given, engage the contractor and undertake the project. |
| • |
When the project is completed to your satisfaction, pay the invoice and request reimbursement of the GST exclusive cost from the Sustainable Energy Development Office. |
Note: Funding will not be allocated to any project
until approval is granted. To ensure that funding is available for your
project, it is recommended that in-principle approval be sought before
seeking quotations. If you have already undertaken a tender process, funding
may still be sought but approval is not guaranteed.
