Baseline Establishment and Adjustment

A baseline must be established for every agency that participates in the Energy Smart Government program. For most agencies, the baseline is based on energy consumption data for 2006/07. Policies have been developed for establishing baselines for new participating agencies and for adjustment of existing baselines.

New Agencies

A new agency can be incorporated into the Energy Smart Government program at any stage of the program. The methodology for establishing a baseline for a new agency will be used when incorporating an additional agency into the Energy Smart Government program because of:

  • Increased staffing levels in a general government sector agency to 25 or more FTEs
  • Creation of a new agency with a new activity or function
  • An existing agency volunteering to participate.
